Line ashtrays with ground coffee beans. It's inexpensive (always my first criteria), coffee acts as an odor absorber, and the grounds extinguish lit cigarettes very quickly as they're slightly moist.
Good idea observed at Tatsuya's at Crown Prince Hotel.
